BENGALURU, September 26: The Department of State Educational Research and Training (DSERT) has introduced a new state-wide action plan to strengthen foundational literacy and numeracy (FLN) among students in Classes 4 to 10 across Karnataka. The initiative focuses on regular assessment, identifying learning gaps and providing targeted remedial teaching.

Under the new framework, common learning outcomes have been prescribed for first language, second language and mathematics for students from Classes 4 to 10. Schools have been instructed to prepare class-wise question papers based on these outcomes and assess students’ learning levels.

Students who are identified as having gaps in foundational literacy or numeracy will receive specific remedial activities based on their individual learning requirements. Teachers have been asked to identify each student’s learning level and design activities corresponding to the learning outcomes.

Head teachers will play a key role in implementing the programme. They have been directed to brief teachers about the initiative and prepare school-level action plans covering the measures to be taken throughout the academic year.

The programme also introduces a multi-level monitoring mechanism. Officials at the cluster, taluk and district levels will review FLN performance, identify areas where students are lagging and provide additional guidance to schools requiring support.

District officials will also prepare special action plans for taluks showing weaker FLN achievement. Implementation officials are expected to visit schools regularly and work with teachers and school authorities to address identified learning gaps.

Schools that achieve 100% FLN proficiency will be identified at the district level as “FLN Achieved Schools” and will receive certificates recognising the achievement. DSERT also plans to appoint state-level FLN nodal officers to oversee implementation across Karnataka.

The new action plan places emphasis on continuous assessment and remedial learning rather than relying only on a single examination. Through common learning outcomes, individual-level assessment and coordinated monitoring, DSERT aims to provide schools with a structured approach to improving students’ basic reading, language and mathematical skills.
