Thousands of homeowners and developers in South Chennai have been affected after planning approvals remained frozen in areas surrounding the Pallikaranai Ramsar wetland. The restriction, introduced by the Chennai Metropolitan Development Authority (CMDA) in October 2025 following environmental directions, covers the Ramsar site and its surrounding influence zone to protect the ecologically sensitive marshland.
According to the Confederation of Real Estate Developers’ Associations of India (CREDAI), the freeze has impacted more than one lakh patta holders and stalled construction projects worth nearly ₹1 lakh crore. Developers say many homeowners have been unable to complete or expand their houses, while several housing and commercial projects remain on hold due to the absence of planning approvals.
CREDAI has urged the state government and CMDA to adopt a scientific, site-specific approach that protects the Pallikaranai Marsh while allowing development in areas that do not pose a threat to the wetland ecosystem. Environmental groups, however, maintain that strict safeguards are essential to preserve one of Chennai’s most important natural floodplains and biodiversity hotspots. Authorities are expected to review the concerns and explore possible policy revisions.
