THIRUVANANTHAPURAM, September 19, 2026: Kerala is set to implement the Centre’s Smart PDS (Scheme for Modernisation and Reforms through Technology in Public Distribution System) from next month, bringing stricter monitoring of ration cards and beneficiary details.
Under the new system, ration cards that have remained unused for more than six consecutive months will initially be frozen. Beneficiaries will then get a three-month period to complete e-KYC and reactivate their cards.
If the required verification is not completed within the specified period, the card will be cancelled. Cancelled priority cards, including yellow and pink cards, will subsequently be eligible for reissue only as non-priority white cards, meaning beneficiaries would lose the benefits associated with priority status.
According to reports, around six lakh ration cards covering more than 16 lakh beneficiaries could be affected because they have not been used to purchase ration for over six months. The first phase will particularly scrutinise yellow and pink priority cards, with around 44,000 priority cards reportedly falling into this category.
The system will also strengthen checks against duplicate ration-card entries. Smart PDS will centrally store beneficiary information and help identify individuals whose names appear on ration cards in more than one state. Such beneficiaries will have to complete e-KYC and retain only the eligible card.
For families seeking to retain their existing benefits, completing e-KYC for all members listed on the ration card will be important. Reports indicate that if only one member completes the verification, ration entitlement may be restricted to that member until the remaining members complete the process.
The Smart PDS initiative is designed to bring greater technology-based monitoring to Kerala’s public distribution network. The system will also enable closer monitoring of ration stocks and distribution, with the Centre seeking to improve transparency and identify inactive or duplicate beneficiaries.
The changes are expected to significantly affect the management of ration cards in Kerala, making timely e-KYC verification and regular use of ration entitlements increasingly important for beneficiaries.
