Russia is preparing to send a batch of crude oil and refined petroleum products to Cuba in the near future as “humanitarian aid,” according to officials quoted by Russian state media. The announcement was made by diplomats at the Russian Embassy in Havana, which said Moscow expected to deliver fuel supplies to help ease Cuba’s worst energy crisis in years.
The Caribbean island has been grappling with severe fuel shortages after the United States tightened pressure on Cuba’s oil supply chain. Historically dependent on Venezuela for most of its oil, Cuba has seen supplies cut off since December 2025 under U.S. sanctions designed to choke off energy imports. This has forced extensive rationing, blackouts, and disruptions across public services and transport.
Russian officials did not specify the volume or exact timing of the fuel shipment, but noted the decision came as the Kremlin and Havana continue diplomatic discussions on how to support Cuba’s energy needs without escalating tensions with Washington.
