India has unveiled its first comprehensive counter-terrorism doctrine, titled ‘PRAHAAR’, aimed at strengthening the country’s national security architecture and enhancing coordinated responses to emerging threats. The doctrine is designed to provide a unified strategic framework for intelligence sharing, rapid response operations, and inter-agency coordination in tackling terrorism and cross-border security challenges.
According to senior officials, the new doctrine emphasises preventive intelligence, advanced surveillance systems, and stronger collaboration between central and state security agencies. It also focuses on modernising counter-terror capabilities through the integration of technology, cyber monitoring tools, and data-driven threat assessment models.
The initiative is expected to enhance coordination among agencies such as the National Investigation Agency, the Intelligence Bureau, and various state police forces. By establishing clear operational guidelines and standardised protocols, the doctrine seeks to ensure quicker decision-making and more effective ground-level implementation during crisis situations.
Security analysts believe that ‘PRAHAAR’ marks a significant step toward strengthening India’s preparedness against both conventional and emerging forms of terrorism, including cyber-enabled threats and lone-wolf attacks. The doctrine reportedly includes provisions for improved border security management, enhanced training modules for security personnel, and better coordination with international partners.
