The Kerala State Human Rights Commission has directed authorities to ensure the immediate restoration of drinking water supply in Manacaud, a locality in Thiruvananthapuram, ahead of a major upcoming festival that is expected to draw large crowds.
The Commission took suo motu notice of complaints from residents and community representatives who reported prolonged water shortages in the area. With thousands of devotees and visitors anticipated during the festival period, concerns were raised that inadequate water supply could lead to sanitation issues and pose public health risks.
In its communication to the district administration and the Kerala Water Authority, the Commission emphasised that access to safe drinking water is a basic human right and must be ensured without delay, particularly during large public gatherings. It sought a status report from officials on steps taken to address the shortage and called for immediate contingency measures.
Local residents have expressed frustration over intermittent supply and low water pressure in recent weeks. Some households have relied on private water tankers, while others have struggled to manage daily needs. The upcoming festival has heightened anxiety, as increased footfall is expected to strain already limited resources.
Officials from the water authority stated that technical teams are working to rectify pipeline issues and boost supply to affected zones. Temporary measures, including deployment of water tankers and additional storage arrangements, are reportedly being put in place to meet demand during the festival days.
The Human Rights Commission has warned that any delay in restoring adequate supply could amount to a violation of citizens’ rights to health and dignity. It has asked authorities to prioritise the issue and submit compliance details within a specified timeframe.
