Kerala govt announces water charge concessions for underprivileged groups to ease financial burden on vulnerable sections — The Kerala government has rolled out a new policy granting significant concessions on drinking water charges for socially disadvantaged individuals and institutions, aiming to reduce the cost of essential water services for those most in need. The decision was announced by Water Resources Minister Roshy Augustine on February 7, 2026 and is part of the state’s wider social welfare efforts.
Under the scheme, orphanages registered with the official Orphanage Control Board that provide free services will receive discounted water tariffs to support their operational and humanitarian work. Similarly, old age homes and mental health rehabilitation centres will also benefit from reduced charges, helping these institutions manage costs while continuing vital services to residents.
A key focus of the concessions is households where residents have 40% or more physical disability or autism — these families will be eligible for relief on their water bills, acknowledging the additional financial pressures faced by persons with disabilities and their caregivers. Officials say the policy is designed to ensure equitable access to affordable drinking water, regardless of income or physical ability, and to lessen the economic strain of paying for basic utilities.
Minister Augustine emphasised that the move reflects the state government’s commitment to social justice and inclusive governance, particularly at a time when utility costs are rising across the country. He stated that the government recognises drinking water as an essential service and that vulnerable segments of the population should not be disproportionately affected by its cost.
The new concessions will be implemented through directives to the Kerala Water Authority (KWA), which manages water supply and billing in the state. KWA will adjust tariffs accordingly for eligible beneficiaries and issue guidelines for verification and enrolment. The government expects these measures to offer tangible financial relief to hundreds of institutions and thousands of households across Kerala, reinforcing the state’s welfare safety net.
