The Privileges and Ethics Committee of the Kerala Legislative Assembly has formally begun reviewing a complaint seeking the disqualification of Palakkad MLA Rahul Mamkootathil, who is currently facing multiple criminal cases, including rape allegations. The development came during the ongoing budget session of the Assembly, drawing strong public and political attention across the state.

The complaint was filed by CPM leader and Vamanapuram MLA D. K. Murali, who accused Mamkootathil of conduct “unbecoming of a legislator” and of tarnishing the dignity of the Assembly. The matter was referred to the committee by Assembly Speaker A. N. Shamseer after Murali submitted the formal request earlier this month.

The nine-member committee, chaired by Murali Perunelly and including representatives from both the ruling and opposition benches, is scheduled to hear submissions from Murali on February 23. Mamkootathil will also be given an opportunity to present his defence before the panel. Based on these proceedings, the committee is expected to prepare a report with recommendations that will be placed before the full Assembly for a final decision.

Mamkootathil, who was earlier expelled from his party following allegations, has been linked to three separate rape cases, and was arrested in connection with one of them, later obtaining bail from the Sessions Court. His legal situation remains under close scrutiny as both political and legal processes unfold in parallel.

If the committee recommends strict action, the Assembly could consider censure, suspension or even expulsion of Mamkootathil. This would be a rare and significant move, reflecting growing pressure on political bodies to address ethical conduct and accountability among elected representatives.

The case continues to be closely followed by civil society groups and legal observers, as it raises broader questions about legislator conduct, public trust and the mechanisms available to hold lawmakers accountable within the state’s democratic framework.
