A recent high-level meeting between Russian President Vladimir Putin and U.S. presidential special envoy Steve Witkoff in Moscow has reportedly yielded a preliminary understanding over the contentious issue of NATO membership for Ukraine, according to senior Kremlin aide Yuri Ushakov.

During the five-hour talks on December 2, the matter of Ukraine’s accession to NATO emerged as a “key question,” reflecting its centrality to the broader peace negotiations over the war. While Russian and U.S. officials reportedly reached some sort of understanding, they have not disclosed concrete details — leaving the nature and enforceability of any agreement unclear.

Russian representatives emphasized that territorial issues remain a major sticking point, arguing that without resolving them, a lasting settlement is impossible. Although both sides expressed willingness to continue talks, the absence of a definitive breakthrough means the status of NATO membership for Ukraine remains unresolved — and the war’s future uncertain.
