According to the New York City Police Department, officers responded to reports of a man suffering from severe burns outside the UN headquarters. Exiled Tibetan activists identified the protester as Lobga Rangzen, saying he carried a Tibetan flag and staged the self-immolation as an appeal for Tibetan independence.
