The Karnataka government is planning a major shift in urban development strategy by focusing on vertical growth in Bengaluru. A new ordinance related to the Karnataka Apartment Ownership and Management Act (KAOMA) is expected to be introduced to address issues faced by apartment residents and improve housing governance.

Deputy Chief Minister D.K. Shivakumar stated that the move comes after extensive discussions with stakeholders and lawmakers. The policy aims to encourage high-rise residential development as land availability in Bengaluru continues to shrink. Authorities believe that horizontal expansion is no longer sustainable in a rapidly growing metropolitan city.

The proposed changes are expected to improve transparency, accountability, and management of apartment complexes. Resident welfare associations have long demanded clearer regulations to handle disputes, maintenance issues, and ownership rights. The ordinance is likely to address these concerns while empowering apartment communities.

In parallel, the Bangalore Development Authority (BDA) has already initiated multiple housing projects, with over 4,200 flats planned across different parts of the city. These developments include a mix of 1BHK to 4BHK units, aimed at catering to diverse income groups.

Urban experts say that vertical housing can help optimize land use, reduce urban sprawl, and create more organized residential zones. However, they also stress the need for supporting infrastructure such as roads, water supply, and waste management systems.

If implemented effectively, the policy could reshape Bengaluru’s skyline and provide long-term solutions to the city’s housing challenges.
